Mr. Speaker, a G20 planning document by the Canadian Forces listed a number of potential security threats, among them, embarrassment to the Government of Canada.</p>
<p>It is too bad it did not listen because that is exactly what happened. It cannot plan the largest civil security undertaking in Canadian history on the back of an envelope in four short months. The results were smashed windows, illegal arrests and a city turned upside down.</p>
<p>After so many G20 failures, will the government finally do something right and apologize to the people of Toronto?</p>

<p><strong>Hon. Peter MacKay (Minister of National Defence, CPC):</strong></p>
<p>Mr. Speaker, the hon. member would know that security decisions around the G8 and G20 summits were made by security experts, not politicians.</p>
<p>In fact, the members of the Canadian Forces, who supported the RCMP and the municipal and provincial police, were there to provide security for Canadians and for our international guests. This was an unprecedented period in our country&#8217;s history with the G8 and G20 coming back to back.</p>
<p>I am very proud of the work that was done by members of the Canadian Forces.</p>

			<content:encoded><![CDATA[<p><strong>Mr. Andrew Cash (Davenport, NDP):</strong> Mr. Speaker, Canadians saw for the first time today disturbing images from inside the notorious G20 detention centre. These makeshift cages held almost 900 people in crowded conditions with very little food, water or even a door on the toilet.</p>
<p>     This was the largest mass arrest in Canadian history, and the majority of these people were never charged. A year and a half later Canadians are still waiting for answers and waiting for the government to accept responsibility.</p>
<p>    When will it conduct an inquiry into the G20 summit?</p>

<p><strong>Hon. Vic Toews (Minister of Public Safety, CPC):</strong> Mr. Speaker, if the member has specific knowledge of some wrongdoing by police officers in the course of executing their duty, it is his obligation to provide that to the provincial authorities that were in charge of that facility during that time.</p>
<p><strong>Mr. Andrew Cash (Davenport, NDP): </strong>Mr. Speaker, these are the kind of answers of which Canadians are getting tired. Toronto was turned upside down by this summit. While the Muskoka minister can find millions for his riding, small businesses in my community are still waiting for their compensation.</p>
<p>    When will the government properly compensate Toronto businesses and finally provide answers, not just to Toronto but to the entire country, about the G20 calamity?</p>
<p><strong>Hon. John Baird (Minister of Foreign Affairs, CPC):</strong> Mr. Speaker, the losses and damages done to Toronto businesses are deeply regrettable. The claims process has been an independent process that has been in place since the previous government put it in place in 2001. It has been used successfully in previous summits. </p>
<p>    In the spring I committed to having my office undertake a complete review of the claims process. Following that review, I can assure the member opposite that Toronto businesses were treated just as fairly as at every other previous summit.</p>

<p>    If it is not pork-barrelling, why will the government not reimburse Toronto businesses? When will it fix the deeply flawed summit management protocol so that the next time small businesses will not get hung out to dry?</p>

    Mr. Speaker, the losses and damages to Toronto businesses are regrettable. The claims process is an independent process that has been in place since the previous government in 2001 and has been used successfully at previous summits. Following this review, Toronto businesses were treated the same as those affected at summits at Quebec City and Kananaskis.</p>
<p>     This government is committed to providing a fair share to Toronto businesses.</p>

Toronto businesses inside and around the G20 zone suffered millions in damages and they are not going away. It has now been a year without compensation and these folks are still suffering. </p>
<p>    The minister claimed he is ready to move forward and expedite this, but after a year the question is, when?</p>

<p><strong>Hon. John Baird (Minister of Foreign Affairs, CPC):  </strong>    Mr. Speaker, I share the member opposite&#8217;s concern. Many small businesses were really affected due to the security issues surrounding the holding of the summit in Toronto. </p>
<p>    The member opposite raised this question two weeks ago and then again last week. I asked him if there were any specific businesses that I could specifically look into on his behalf. I am very prepared to do that. I think he and my colleague, our friend from Parkdale—High Park, have raised a legitimate concern about the adequacy of the funding and whether the rules are too strict, and I am certainly prepared to review that.</p>

Some Toronto councillors are pushing for long-term solutions, but the immediate financial needs still require action. Last week, New Democrats met, for example, with the owner of the Horseshoe Tavern which is one of the businesses still waiting for compensation.</p>
<p>    When will the government stop stonewalling, treat Toronto with respect, and get their compensation out the door quickly?</p>

<p>     I said to the member opposite when he asked this question last week, and I said to my friend from Parkdale High Park, if there is any business, and the member provided the name of one, that is awaiting compensation, give it to me, I will be very happy to ensure that it is rectified as quickly as possible.</p>

We are certainly very committed to work with members opposite and small business people in the city of Toronto to ensure that all compensation that is fair and reasonable and meets the guidelines that the department has in place is paid in as expeditious way as possible.</p>
<p>    With respect to the budget, we had men and women of the Canadian Forces, who were out in Muskoka on evenings where there was a considerable amount of potential harm, and that is where that expenditure came down.</p>
